Soil bacteria like Streptomyces produce antibiotics as secondary metabolites during stationary phase. Producers carry self-protection genes (immunity). This creates rock-paper-scissors dynamics: producers kill sensitives, resistants outcompete producers (no cost), sensitives outcompete resistants.
